TRAINING PROVIDER ACCREDITATION

Accredicalm can assist you with all required processes to successfully obtain provider accreditation from:

  • QCTO (Quality Council of Trades & Occupations) or;
  • SETA (Sectoral Educational Training Authority).

ASSESSOR AND MODERATOR REGISTRATION APPLICATIONS WITH VARIOUS SETA’S

Accredicalm can assist you to apply to the relevant SETA to register as a constituent assessor or moderator. This certificate of registration will indicate the qualifications and/or unit standards against which the assessor or moderator may carry out assessments / moderation. After successful registration you can be contracted by training providers to conduct assessments or moderation within your qualified scope.

IMPLEMENTATION OF LEARNERSHIPS

Accredicalm can assist you to implement a learnership programme in your business or organization. We offer full administrative and project management support, from start to finish!

Learnerships are directly related to an occupation or field of work, for example, electrical engineering, hairdressing or project management. Learnerships are managed by Sector Education and Training Authorities (SETAs). They were introduced by government to help skill learners and to prepare them for the workplace. Learnerships promote access to education and training, as they allow you individuals to work and get started on their careers, while also studying for an educational qualification.

Benefits of implementing a learnership:

The government offers tax incentives to companies for participating in learnerships. SETAs offer cash grants for learnerships. Many SETAs offer Learnership grants ranging from R 4 000 – R 40 000 per learner. However, the grants are subject to availability and are offered on a first come, first serve basis on the condition that the Learnership address a scarce skill in the sector, so you will need to plan ahead and get your grant application to the SETA as early as possible, to stand a chance of getting the supplementary financial support.

What is a tax incentive?

Tax Incentives are deductions on your taxable income that you can claim for each Learnership candidate that you have in your employment, once at the start of the Learnership, and once again at its completion.

SARS offers companies attractive tax incentives for participating in Learnerships. In addition to claiming Learnership Discretionary grants from a SETA, an employer can also claim a tax incentive when registering a Learnership agreement with a SETA.

IMPLEMENTATION OF WORKPLACE EXPERIENCE INTERNSHIPS

An internship is a period of work experience offered by an organization or company, for a limited period of time. Internships provide current college / TVET students with the ability to participate in a field of their choice to receive hands-on learning about a particular future career, preparing them for full-time work following graduation.

SKILLS DEVELOPMENT CONSULTING (WSP / ATR SUBMISSIONS)

Are you paying skills development levy?

Skills Development Levies (SDL) is a levy paid by employers who registered with a SETA. These funds are used to pay for the development of the skills of employees, by employers. This helps employees gain the scarce skills they need to thrive in their careers. SDL is a levy imposed to encourage learning and development in South Africa and is determined by an employer’s salary bill.

How Is SDL calculated? The employer’s contribution is calculated as 1% of leviable amount, which is equivalent to the employee’s remuneration for PAYE purposes – in other words, the employee’s remuneration less any taxable income deductions.

(WSP) Workplace Skills plan and (ATR) Actual Training Records submissions.

Workplace Skills Plan (WSP) consist of planned training for the following year whilst an Annual Training Report (ATR) reports the actual training that was completed in the previous year. The WSP and ATR must be submitted to the SETA by no later than 30 April of each year.

Through completing the WSP and ATR, but also adhering to all the set requirements, 20% of the SDL paid will be obtained through a grant from the relevant Seta, paid back to the employer or organization.

ASSISTANCE WITH DISCRETIONARY GRANT APPLICATIONS

Accredicalm can assist you with your proposals and applications to various SETAs to apply for  discretionary grant funding.

What is a discretionary grant?

Discretionary grants are monetary grants, payable at the discretion of the SETA to providers or employers, for skills development projects linked to scarce and critical skills across various sectors in South Africa.

The SETAs makes grant funding available during a window period in which it accepts applications. The opening of this window is advertised on the SETA website, national and community media.

Discretionary funding is allocated to both Pivotal and non-PIVOTAL programmes.

Pivotal programmes are credit bearing. A PIVOTAL training and development program includes professional, vocational, technical, and academic learning programs that will give the candidate or employee occupational qualifications or part qualifications on the NQF framework. A qualification can either be a certificate, diploma, a higher diploma, or a degree.

Non-Pivotal Programmes are programmes which do not lead to credit bearing qualifications, however, address key objectives and priorities of the SETA. Non-Pivotal programmes include Career Guidance and Sector Conferences.

The Purpose of the Discretionary Grants is to:

  • Enable the SETA to implement the Sector Skills Plan.
  • Assist the SETA to achieve its objectives in relation to the development of the sector.
  • Enable the SETA to address the scarce and critical Skills in the sector.

Discretionary Grants are allocated at the sole discretion of the SETA Accounting Authority depending on the availability of funds, adherence to specific criteria as per the Services SETA Discretionary Grants Policy and Guidelines.

 

Who Qualifies for Discretionary Grant Funding?

 

A Discretionary Grant may be paid to the following applicants:

 

  • Employers within the jurisdiction of the Services SETA who are up-to-date with the levy payments – including those exempted in terms of the Skills Development Levy Act.
  • Discretionary grants are available to employers, training providers, and workers and the unemployed.
  • Accredited Education and Training Providers and emerging training providers within the scope of the Services SETA.
  • Associations or organisations that meet the criteria for the payment of such a grant.
  • An employer, if the employer has submitted an application for a discretionary grant in the form determined by the SETA.
